In-home services are barbering and cosmetology (including skin care and nail care) services that are administered for compensation in a consumer’s home rather than a licensed establishment or an approved school.
Pursuant to Business and Professions Code section 7318, a licensee may provide services outside of a licensed establishment when necessary due to the illness or other physical or mental incapacitation of the recipient
of the service, and when performed by a licensee obtained for the purpose from a licensed establishment. However, effective October 1, 2021, certain in-home services may be provided to any individual if the licensee has a Personal Service Permit (PSP). A PSP allows licensees to provide limited services outside of licensed establishments if they meet certain requirements.
